Joe Rubay is a longtime Contra Costa County resident, businessman, and community leader with decades of experience in both the private and political sectors.

A graduate of California State University, East Bay, with a degree in Accounting and Business Management, Rubay built a successful career as a real estate appraiser, owning and operating his own appraisal business for more than 30 years.

Deeply involved in his community, he has served as Chair of the Alamo Police Services Advisory Committee, currently the Vice Chair, and a passed member of the Contra Costa County Fair Board. Politically, Rubay has been active for years and has worked on numerous campaigns, including that of former California Governor Pete Wilson.

His long-standing engagement in local and state politics reflects a deep commitment to public service, common-sense leadership, and the values of fiscal responsibility, public safety, and parental involvement in education. Rubay has been in the political arena for many years, consistently advocating for policies that prioritize families, small businesses, and safer communities throughout the 16th assembly district.
